Introduction In 2007 the new Australian Labor Government committed to significant reforms in early childhood education; this placed increased attention on the provision of quality services for the nation's young children. The resulting National Quality Agenda for children from birth to five years promised increased access to quality early learning for four-year-olds, to be delivered by qualified early childhood teachers, and emphasised outcomes related to investment, productivity and participation (Labor's Plan for Early Childhood 2007). In addition, the national Early Years Learning Framework (EYLF)(DEEWR, 2009) for children from birth to five years was endorsed by the Council of Australian Governments (COAG) and has been implemented since 2009. The EYLF aims to lay the foundation for children's learning that will ensure effective transition and later school success. These reforms imply increased responsibility for educators to support and build strong foundations and smooth transitions across and between early childhood education and care settings.
